{"id":1251,"date":"2019-03-26T12:22:55","date_gmt":"2019-03-26T12:22:55","guid":{"rendered":"http:\/\/blog.valdosta.edu\/research\/?p=1251"},"modified":"2019-03-26T12:22:55","modified_gmt":"2019-03-26T12:22:55","slug":"fy-20-budget-request-hhs-medical-and-social-science-funding-priorities-to-watch","status":"publish","type":"post","link":"https:\/\/blog.valdosta.edu\/research\/2019\/03\/26\/fy-20-budget-request-hhs-medical-and-social-science-funding-priorities-to-watch\/","title":{"rendered":"FY 20 Budget Request: HHS Medical and Social Science Funding Priorities to Watch"},"content":{"rendered":"<p><em>Grants Resource Center &#8211; by\u00a0<a href=\"mailto:grantweek@aascu.org\">Fatoyinbo, Willette B.<\/a><\/em><\/p>\n<div class=\"ExternalClassD832EFC9FF1A4E4DBFBAC8C98F10A38B\">\n<p>President Trump&#8217;s FY 20 Budget Request\u00a0highlights\u00a0two high priority medical\u00a0research areas \u200b\u200bin particular,\u00a0HIV\/AIDS and opioid addiction,\u00a0that \u200binvite\u00a0long-term tracking\u00a0across a\u00a0mix of federal agencies including the\u00a0<a href=\"https:\/\/www.nih.gov\/\" target=\"_blank\" rel=\"noopener\">National Institutes of Health\u00a0<\/a>(NIH),\u00a0<a href=\"https:\/\/www.samhsa.gov\/\" target=\"_blank\" rel=\"noopener\">Substance Abuse and Mental Health Services Administration<\/a>\u00a0(SAMSHA),\u00a0<a href=\"https:\/\/www.cdc.gov\/\" target=\"_blank\" rel=\"noopener\">Centers of Disease Control<\/a>\u00a0(CDC), and the\u00a0<a href=\"https:\/\/www.hrsa.gov\/\" target=\"_blank\" rel=\"noopener\">Health Resources and Services Administration<\/a>\u00a0(HRSA):<\/p>\n<p><strong>1. HIV\/AIDS:\u00a0<\/strong>The FY 20 Budget Request includes an estimated $291\u00a0million\u00a0for initial\u00a0<a href=\"https:\/\/www.hhs.gov\/blog\/2019\/02\/05\/ending-the-hiv-epidemic-a-plan-for-america.html\">plans<\/a>\u00a0to reduce new infections by 75 percent in the next five years and by 90 percent within one decade.<\/p>\n<ul>\n<li>NIH-wide HIV\/AIDS research programs would see\u00a0a decrease of $424\u00a0million (13.9 percent) compared to the FY 19 enacted level, according to the\u00a0<a href=\"https:\/\/www.oar.nih.gov\/hiv-policy-and-research\/budget\" target=\"_blank\" rel=\"noopener\">NIH Office of AIDS Research<\/a>\u00a0FY 20 Budget Justification. In contrast, the President&#8217;s FY 20 budget\u00a0request includes $6 million\u00a0for NIH-sponsored AIDS research to promote\u00a0best practices, based on state-of-the art biomedical research findings, and data collection\u00a0on the effectiveness of approaches used in the anticipated\u00a0initiative.<\/li>\n<li>Support for testing, linkages to care and medications for\u00a0at-risk citizens may become available through the CDC\u00a0at $140 million. Since the CDC&#8217;s funding\u00a0<a href=\"https:\/\/www.cdc.gov\/grants\/index.html\" target=\"_blank\" rel=\"noopener\">portfolio<\/a>\u00a0leans heavily towards government entities\u00a0(68 percent compared to 21 percent for non-profits), keep an eye on state-level partnership opportunities.<\/li>\n<li>The budget calls for\u00a0$70 million in new funds for\u00a0the\u00a0Ending the HIV Epidemic\u00a0Initiative\u00a0under the Ryan White Healthcare and AIDS Research Program (RWHAP) compliments of HRSA.\u00a0There are several program\u00a0parts to RWHAP. Public\u00a0 institutions\u00a0join\u00a0the list\u00a0of FY 18 grant recipients\u00a0through the\u00a0Early Intervention Services and Capacity Development Program Grants (Part\u00a0C) and Services for Women, Infants, Children, and Youth (Part D).<\/li>\n<\/ul>\n<p><strong>2. Opioids:\u00a0<\/strong>The FY 20 Budget Request includes\u00a0$4.8 billion to combat the opioid overdose epidemic.<\/p>\n<ul>\n<li>Continued support is likely to sustain NIH&#8217;s\u00a0<a href=\"https:\/\/www.nih.gov\/research-training\/medical-research-initiatives\/heal-initiative\" target=\"_blank\" rel=\"noopener\">HEAL (Helping to End Addiction Long-term) Initiative<\/a>, a cross-agency approach\u00a0to speed scientific solutions to fight\u00a0the national opioid public health crisis. The FY 20\u00a0Budget maintains $1 billion allocated for cross functional research to improve treatment for opioid misuse, addiction and\u00a0chronic pain management. ($500 million of the $1 billion is set for FY 20). The HEAL Initiative includes\u00a0a holistic health approach to address addiction and pain management. Non-clinical, behavioral\u00a0and social science opportunities are built into the program.<\/li>\n<li>SAMHSA is expected to\u00a0continue all current opioid activities at the same funding level as FY 19.<\/li>\n<\/ul>\n<p><strong>What&#8217;s next?\u00a0<\/strong>The President&#8217;s request\u00a0serves an initial blueprint intended to help guide Congress. The actual FY 20 budget will undergo a series of bipartisan revisions before the final version is passed by Congress and signed into law. Applications are due\u00a0<strong>May 6, 2019<\/strong>.<\/li>\n<li><strong>Act Now:<\/strong>\u00a0NIH&#8217;s\u00a0<a href=\"https:\/\/grants.nih.gov\/grants\/guide\/rfa-files\/RFA-EB-18-003.html\">HEAL Initiative: Translational Development of Devices to Treat Pain (U18 Clinical Trial Not Allowed)<\/a>\u00a0is accepting applications to\u00a0create\u00a0and demonstrate\u00a0safe, effective and non-addictive device technologies and approaches to treat pain.
