{"id":1332,"date":"2019-06-27T13:48:15","date_gmt":"2019-06-27T13:48:15","guid":{"rendered":"http:\/\/blog.valdosta.edu\/research\/?p=1332"},"modified":"2019-06-27T13:48:15","modified_gmt":"2019-06-27T13:48:15","slug":"competing-bills-would-address-foreign-espionage-in-academic-research","status":"publish","type":"post","link":"https:\/\/blog.valdosta.edu\/research\/2019\/06\/27\/competing-bills-would-address-foreign-espionage-in-academic-research\/","title":{"rendered":"Competing Bills Would Address Foreign Espionage in Academic Research"},"content":{"rendered":"<p><em>Grants Resource Center &#8211; by\u00a0<a href=\"mailto:grantweek@aascu.org\">Fatoyinbo, Willette B.<\/a><\/em><\/p>\n<div class=\"ExternalClassE2D66F1E25414BCA8DAE0323879BD720\">\n<p>\u200bAs reported in\u00a0<a href=\"https:\/\/www.insidehighered.com\/news\/2019\/06\/19\/two-new-bills-take-different-approach-protecting-us-research-foreign-threats?utm_source=Inside+Higher+Ed&amp;utm_campaign=00a247e00f-DNU_2019_COPY_01&amp;utm_medium=email&amp;utm_term=0_1fcbc04421-00a247e00f-226546525&amp;mc_cid=00a247e00f&amp;mc_eid=3871c994e1\" target=\"_blank\" rel=\"noopener\">Inside Higher Education<\/a>,\u00a0Last week, Missouri Senator Josh Hawley (R)\u00a0introduced the\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/1678\/text\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0066cc\">Protect Our Universities Act \u200bof 2019,<\/span><\/a>\u00a0which would grant\u00a0the U.S. Department of\u00a0Homeland Security permission to lead the National Security Technology Task Force aimed to address the &#8220;&#8230;threat of foreign government influence and threats to academic research integrity on college campuses and for other purposes.&#8221;<\/p>\n<p>The bill is meant to address concerns of\u00a0pressure on international students to share highly sensitive, domestic STEM intellectual property with China,\u00a0Russia and\u00a0Iran. The bill advocates for substantial protection against international students with access to classified, federally-funded collegiate\u00a0research, noting an upward of 300,000 Chinese nationals study at U.S. universities or join the STEM workforce at\u00a0U.S. based\u00a0science laboratories, innovation centers, incubators, and think tanks each year.<\/p>\n<p>Protections outlined in the bill include the development and management of a Sensitive Research Topics List; background\u00a0screening on principal investigators and student researchers; and additional approval or denial of researcher participation.<\/p>\n<p>While recognizing\u00a0the value of safeguarding U.S.-based academic STEM research, a growing number of\u00a0<a href=\"https:\/\/www.aau.edu\/key-issues\/aau-associations-and-universities-support-securing-american-science-and-technology-act\" target=\"_blank\" rel=\"noopener\">higher educat\u200b\u200bion advocacy organizations<\/a>\u00a0and institutions recently endorsed a different bill coined, the\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/3038\/text?q=%7b%22search%22:%5b%22Securing+American+Science+and+Technology+Act+of+2019%22%5d%7d&amp;r=1&amp;s=7\" target=\"_blank\" rel=\"noopener\">Securing American Science and Technology Act<\/a>\u00a0(SASTA) which would create\u00a0an\u00a0alliance of federal agencies (led by the Office of the National Science and Technology Council in consultation with the National Security Advisor)\u00a0aimed to\u00a0&#8220;establish an interagency working group to develop\u00a0best practices and safety measures to protect\u00a0federally funded research from\u00a0 foreign interference, cyberattacks, theft, or espionage&#8230;&#8221;<\/p>\n<p>SASTA proposes the creation of\u00a0a new \u2018\u2018National Science, Technology, and Security Roundtable&#8221; to further explore and identify short and long-term\u00a0critical\u00a0threats to academic research.\u00a0Among the responsibilities bestowed on the guiding body, the roundtable will\u00a0create effective approaches for communicating such threats; develop best practices\u00a0for addressing and mitigating risks; and periodically organize workshops and issue publicly available reports on the topics, according to the\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/3038\/actions?q=%7b%22search%22:%5b%22Securing+American+Science+and+Technology+Act+of+2019%22%5d%7d&amp;r=1&amp;s=7\" target=\"_blank\" rel=\"noopener\">bill.<\/a><\/p>\n<p>GRC will continue\u00a0to track and share new developments on the direction of bipartisan legislation in support of protecting academic research
