Designated by governors and approved by the U.S. Department of the Treasury, the zones are in\u00a0high-poverty areas (or border high-poverty areas) in rural, urban, or suburban census tracts. ED invites comments on the proposed priority\u00a0<em>Spurring Investment in Qualified Opportunity Zones,\u00a0<\/em>which are due August 28, 2019 and can be submitted at\u00a0<a href=\"http:\/\/www.regulations.gov\/\" target=\"_blank\" rel=\"noopener\">www.regulations.gov<\/a>.
